This story is not a myth or apocryphal in any way. Louis Wain, an English illustrator in the 19th century, and a general looney bin of a human, was crazy in love with cats. He spent most of his career drawing cats before upgrading his living arrangement to one with straight-jackets and burly nurses (his mental illness was possibly caused by being surrounded with cats all the time, but the jury’s still out on science for that one). Wain created these images in the asylum:
